চাণক্য (খ্রিস্টপূর্ব ৩৭০-২৮৩ অব্দ) ছিলেন একজন প্রাচীন ভারতীয় গুরু (শিক্ষক), দার্শনিক ও রাজ-উপদেষ্টা। তিনি প্রাচীন তক্ষশীলা বিশ্ববিদ্যালয়ে অর্থনীতি ও রাষ্ট্রনীতির অধ্যাপক ছিলেন। তিনি মৌর্য সম্রাট চন্দ্রগুপ্ত মৌর্যের উত্থানে প্রধান ভূমিকা গ্রহণ করেন। তিনিই তরুণ চন্দ্রগুপ্তকে শিক্ষা দিয়েছিলেন। মৌর্য সাম্রাজ্য ছিল ভারতীয় উপমহাদেশের নথিভুক্ত ইতিহাসে প্রথম সর্বভারতীয় সাম্রাজ্য। চাণক্য চন্দ্রগুপ্ত মৌর্য ও তাঁর পুত্র বিন্দুসারের রাজ-উপদেষ্টার কাজ করেছিলেন। চাণক্যকে কৌটিল্য বা বিষ্ণুগুপ্ত নামেও অভিহিত করা হয়। তিনি প্রাচীন ভারতের রাষ্ট্রবিজ্ঞান গ্রন্থ অর্থশাস্ত্র-এর রচয়িতা। তাঁকেই ভারতের প্রথম অর্থনীতিবিদ ও রাষ্ট্রবিজ্ঞানী মনে করা হয়। প্রাচীন ভারতের ইতিহাসে তাঁর অর্থনীতি তত্ত্ব গুরুত্বপূর্ণ ভূমিকা নিয়েছিল। চাণক্যকে "ভারতের মেকিয়াভেলি" বলা হয়। যদিও তিনি নিকোলো মেকিয়াভেলির ১৮০০ বছর আগের মানুষ ছিলেন। গুপ্ত রাজবংশের শাসনের শেষ দিকে তাঁর বইটি হারিয়ে যায়। এটি আবার আবিষ্কৃত হয় ১৯১৫ সালে। চাণক্য এর লেখা ৪২ টি শ্লোক নিয়ে ২০২ পৃষ্ঠার বইটি হচ্ছে চাণক্য নীত শাস্ত্র। অর্থশাস্ত্র এবং চাণক্য নীতি নামক দুইটি গ্রন্থ চাণক্য রচনা করেছিলেন বলে মনে করা হয়। অর্থশাস্ত্র গ্রন্থে অর্থনীতি, রাষ্ট্রের কল্যাণকারী ভূমিকা, পররাষ্ট্রনীতি, সামরিক কৌশল, শাসকের ভূমিকা সম্বন্ধে বিশদে বর্ণনা করা হয়েছে। অর্থশাস্ত্রের অধিকাংশ শ্লোকের রচয়িতা হিসেবে কৌটিল্যের নাম পাওয়া যায়, একটি শ্লোকে বিষ্ণুগুপ্তের নাম পাওয়া যায়।
The Book "Chanakya Niti Sastro" is an ancient political science book of India which is originally written by Chanakya. The book is shortly written by Shil Provupad. The book is translated and easily edited by Shil Sotsorup Das in Bengali. Chanakya was an Indian teacher, philosopher, economist, jurist and royal advisor. He is traditionally identified as Kauṭilya or Vishnu Gupta, who authored the ancient Indian political treatise, the Arthashastra. As such, he is considered the pioneer of the field of political science and economics in India, and his work is thought of as an important precursor to classical economics. (Source: Wikipedia).
